Google's best guess is that it's from Love Fest San Francisco (maybe 2008), which is about as close to a Pride parade as one can get without actually being one.

It's definitely San Francisco. The style of the public toilet matches, and that's a BART sign in the background with the lowercase b, just under the woman's wrist.
